Robert Camfield has extensive experience in the energy industry and the economics of regulation, including resource decisions, regulatory governance and incentive plans, market restructuring, cost allocation, energy contracts, cost of capital, and performance benchmarking. He testifies on a host of topics, including cost of capital and rate of return, demand for electricity, resource planning, transmission congestion, rate of return incentives, wholesale power agreements, cost benchmarking and corporate performance, power procurement processes, electric and natural gas rate design, and regulatory phase-in plans. He negotiates power purchase agreements and transmission contracts, and he manages formal solicitations for power supply and develops the commercial terms for contacts with renewable resources. He has managed numerous projects involving wholesale and retail markets, including market restructuring in Central Europe.

Robert served as the program director for EEI’s Transmission and Wholesale Markets summer program from 1999 through 2008, and he is credited with innovations related to web-based energy services, cost analysis, and two-part tariffs for transmission. Prior to joining CA Energy Consulting, Robert served as a system economist for Southern Company and chief economist for the New Hampshire Public Utilities Commission. He has published articles in The Electricity Journal, CIGRE (International Council on Large Electric Systems), and IEEE Transactions on Power Systems.

Robert is a graduate of Interlochen Arts Academy.
