Rate Design, Cost of Capital, and Cost-of-Service Testimony for Michigan Utility

CA Energy Consulting experts Dr. Michael Clark and Mr. Nicholas Crowley filed testimony on December 11, 2023, in support of Alpena Power Company’s rate case filed with the Michigan Public Service Commission.

Dr. Clark’s testimony supported methodology used for developing long-term load forecasts as well as Time-of-Use (TOU) rates. The load forecast included elements relating to energy, demand, electric vehicles, distributed generation, and energy efficiency.  The TOU rate design proposed prices using hourly marginal costs for energy, generation capacity, and transmission capacity.  

Mr. Crowley provided Cost-of-Service and Cost-of-Capital analyses as well as direct testimony to support the methodology incorporated.
