Crowley, Wang, and Romanovs-Malovrh Report on Utility Remuneration and PIMs for the Ontario Energy Board

The Ontario Energy Board (“OEB”) is undertaking an initiative to modernize the province’s electricity regulatory framework. Directed by the Ontario Minister of Energy, the OEB is exploring innovative regulatory tools to enhance its performance-based regulation approach. To support this endeavor, a CA Energy Consulting team (Nicholas Crowley, Dr. Sherry Wang, and Andis Romanovs-Malovrh) has provided a report analyzing Ontario’s current electric distribution utility remuneration model and offering perspectives from other jurisdictions around the world. This research will inform the OEB’s ongoing efforts to advance Ontario’s performance-based approach to rate-regulation and ensure clean, reliable and affordable energy against the backdrop of the energy transition.
